A roadmap sequences work. It doesn't explain why that work matters or what happens if priorities shift. Strategy is the layer underneath that makes the sequencing defensible.

A roadmap without a strategy behind it is just a list of dates. It can still be useful for coordination, but it won’t tell you if you’re building the right things.
